Well, there is particle illusion. Haven't done much in it but I think it might be good for that sort of stuff.

All resized (3x and on) sprites will look "blocky", it doesn't matter what resizing method you use. Given your question, I suppose you aren't using more than MS Paint, right? Why don't you try the Adobe Photoshop... trials for better results, or buy the damn software if you can.

there are some programs that resize and try to smoothen out the pixels, scale 2x is one of them.-

increasing size does inevatibly reduce quality, a program can't add more details to a sprite... if you want real doubleres sprites you'll have to do some editing yourself.

i am thinking on mergign my two-three custom double res filtering programs and make a fourth one that uses genetic algorythms.
