Let's look more closely. That video was uploaded on January 7, 2012, so it couldn't have been Ruquia version April, 2012. I assume NSX-R updated the description in April, 2012. Also, Ruquia added on 11/4/2012 in the description IS Ruquia version April 1, 2012. Look at here:

Take note that, "追記" means, "added on/postscript" or something like that, and probably not the character updated date. So, I believe Ruquia version April 1, 2012 is the version you are looking for, and the latest version. You're Welcome. And, this Ruquia is unedited.

Sidenote: Interestingly, Grayeyes2020 does not have this version, who was responsible for this huge mugenlist.

What if I was wrong? I could be wrong... and Evil Dhalsim might have been released somewhere. Who knows... maybe in that third channel we may find the answer or not, but I can't find the channel. You see why I asked this question?

Lol. I want MUGEZEN's Evil Dhalsim too you know, and this third channel could be a clue. Unfortunately, there is no MUGEN channel called, "Ultra Fight", as far as I can tell, and g_mugen probably mistaken it for something else. Where is the channel?

Did MUGEZEN release his Evil Dhalsim or not? I say no, not yet perhaps. I wanted it. g_mugen wanted it. We wanted it. Look how many people in the comment sections say they want this Evil Dhalsim. Doesn't matter if it's just a rename. That's MUGEZEN's edit, and that's wanting for many people. This is a request for Evil Dhalsim shown in MUGEZEN's video. That is all.

You could be right, but you could be wrong. MUGEZEN could have made more edits to the char, such as slighly changing life, attack, defense, etc. He probably rearranged the pals so that the dark pal form is always picked during watch mode. He might have added special interactions with Dark Ryu like you see in that video you linked, although that could also be done by video editing.

Well, you're still not getting MUGEZEN's Evil Dhalsim edit though. I don't think it's "floating somewhere". It's a private/unreleased char, I bet.

Thanks for pointing this out for me. Looks like BOH forgot to change the date in his site and zip file name (should have been Hiryuko121005), and he didn't put down changes in his txt change log file for this date. Looking into this further, I think I know what happened. In the txt file, he has this date 2012年03月11日 twice, which I think is an error.

I think what happened is that he forgot to change the date for the top one. It should have read, "2012年10月5日  ･さまざまな個所の修正", and Google Translate says, "various corrections".

Well, you're in luck. I do have the original 3/11/2012 version. I looked into the change log file and there was no, "2012年03月11日  ･さまざまな個所の修正", just the second one, which is why I think he made a mistake for his latest version.

Looking into this even further, BOH has instructions for long hair version, which is still in the latest version. Do these changes in the def file:

Sprite = Hiryukolong.sff
Anim    = Hiryukolong.air

Remove semi colons and put in semi colons in front for the other ones.

Both files are still in 10/05/2012 version. In the 3/11/2012 version, it is reverse, which is why you see the long hair version right away.

Only 2 vids in Jan 10, 2023 is the earliest mention of this Evil Dhalsim. 90% certain that's a private char, and the same guy owns both MUGEZEN and krackronioum youtube channels.

Perhaps MUGEZEN will release him, but we will have to wait.

They are private chars. gerarc21 said so. TheWhiteDevil27 decided to add them but mentions, "Added listings for Tommy-Gun's private characters thanks to @gerarc21 changed red author names to also mean unreleased and/or private as well", and, "If an author's name is in red, then his/her version is either offline, unreleased, or private until further notice."

Plus, Electrocaid doesn't have them listed on his 2015 perfect select.
