Sprites are good, but gameplay isn't "SF3 style" at all (sadly, IMO, but it's your character).

You didn't put so many effects, which is a good thing, but effects such as the tornado is still too much.
Anyway, if you want to keep it, its X_position should be the ground, and should go up as Gouken does.

Hurricane kick doesn't look like the hurricane keep Gouken would have learned to Ryu and Ken. Looks more like a self learned hurricane kick (ie Dan or Sean)

Using only the starting up of Gouki's Kongou Kokuretsu Zan looks lame IMO. The hitpauses for this move aren't fantastic either.

The slow motion style should be used to be able to chain afterwards.

sorry yeah the sprites are 3rd strike, and some play style but some new elements.

I can see Akuma's head in some of the sprites...

His fighting stance looks... broken... I think if you just used Ryu's or Ken's stance, at least I'd be fine with it...

Also, when concerning his voice, I think you should change a few things... Namely when he's performing a few of his supers.

Many people would say that Gouken was the most (for lack of a better word) "benevolent" of the Shoto-clones. Infact, he was the one that altered the style so that it was used more towards self-defense instead of it's original intent to kill (ie: Akuma's way of fighting). So having him use phrases such as "Messatsu...!" or "Shine!" kinda defeats the true purpose of his efforts. If anything, I'd say just limit him to grunts and karate-style yells. It'd make him a more believable character.

Other than the above gripes, it looks like a good character. Even if you don't pay much attention to the last complaint, this one has potential. The last one was just a stickler for me, that's all.

and remember, he IS akuma's brother, so u gotta add some REALLY strong/cool moves to him

his moves are fine and work well, maybe abit more originallity but no he doesnt need strong cool moves

Try to go for finesse instead of pure overkill.

his stance does seem a bit off. i think it might just need an extra frame in there somewhere. :S
we could help you out with it if we actually say the sprite looped. but i know how that is

other than that it looks like it will be a pretty fun char.

Suggested ideas :
1 . Fix up errors such as Akuma face appearing when not suppose to , seems pretty easy .
2 . The voice clips . If anyway , have like Gen's voice like in Gouken's fighting intro , but try find some clips out there that sounds just like Gen or something similiar to it and use it .
3 . Honestly to me his super art uppercut move roar sound ( From
Spoiler, click to toggle visibilty
) just don't sound like it would fit in .
4 . If you wanted him SF3 style , take off some of the effects that adds transparency . SF3 as far from I seen , never had transparency sprite looks that blends in with bkg by alpha ( PNG look , or photoshop Screen blend ) , SF3 done it with a nonalpha way , meaning it has GIF looks .
5 . That slow motion thing after the Super Art that does uppercuts then kicks then uppercuts in the air then shows slow motion while landing is also another thing I don't like . You maybe saying well Ryu has that also in his SAII : Shin Shoryuken move , but his slow motion shown during when it hits opponent , showing its devastating attack . I would suggest Gouken to do it somewhere during his special when he hits opponent ( The beginning 1st hit then his second stage attacks at beginning and then his third stage attacks beginning hit , them 3 have slow motions is how I would do if I had to put in . ) .
6 . Does the opponent have to be yellow when hit by a super art ? I would prefer orange .
7 . His taunt I'm guessing that knocks down opponent , it looks as if a skilled person could always let an opponent in the ground . Its nice but I'm hoping that later on it will have a limit , like Dudley's and Sean's missle taunts ( Which is like 5 seconds after doing taunt . )

If those resolved , I absolutely like this character . I don't think that the color shown in youtube should be original pallete , and I'm thinking its just a alternate . I would like it being a black pallete gi suit . I don't see them often , and to me it fits well for Gouken .

For voice, you could use a sound editting program (WavePad, Audacity ...) and lower/higher the pitch of certain characters' voices (CVS Gouki, SF3 Gouki, Gen, whatever that seems to fit Gouken) so Gouken doesn't sound exactly like *insert character you took voices from here*.

Regarding the time slowing, you should make it only trigger when the attack actually hits. And like AceKombat said, it's also a nice idea to drop the slow-time idea altogether and just make the hits have a lot of pausetime to indicate power. Just like how they did it in Third Strike with Ryu's Shin Shoryuken.

Haven't downloaded yet.
Looking at the video, yeah, I agree with most of the other people. Gouken comes off as more of an "Evil Gouken" rather than Gouken. I was watching his facial features for quite a bit and it seemed as though he looked like a "Gouken Goutetsu Cross  :-\ . I guess it was those eyes... they kind of look 'meanish'.

Anywho, just my two cents. It turned out pretty well from what I saw from the video. Good luck in completing him  ;)

Looking great!  I think that this is shaping up to be the best gouken out there!  I think you should ask N64 for permission to use his classic SFA 3 intro for this character since he's scrapped his project.  Even though it's from SFA3,  is seems like it would suit him nicely: http://www.youtube.com/watch?v=PKd71ppFm3g

Don't get me wrong but I think that intro is for the other SF Gouken at MBGR.
