Make sure that what you're requesting actually exists.  You can do that in the "Does This Thing Exist? / Who Is The Author? / etc." thread, which is a sticky in the request forum (ie, it is shown at the top)

Be specific in your request!
Many characters were made by several different authors, so try to specify the author's name when requesting characters (or stages), it makes it a lot easier for those trying to help you and helps ensure you get exactly what you're looking for.
If you don't know the author's name, you can ask in the thread mentioned above.

Do not ask for content to be created!
If what you want doesn't exist, asking others to make it for you is not the way to go - requests like that will be deleted on spot. If you want something done, do it yourself.

Do MUGEN conversions for these actually exist?  From your first post it almost sounded like you were requesting that these be made for you.

This isn't the way request thread works.

You cannot request for characters to be made.
However, you can make a list asking for certain characters and ask other users to help you along your hunt.
You can also ask for character's in this thead.

Also, being lazy is not a reason to to ask other people to make characters for you.
