What is the difference between different versions of MUGEN?

Can't find the thread that lists the differences as well as the pros and cons of each version of MUGEN.

Is there a consensus on what the advantages for each version of MUGEN is?

I would like to create characters, stages, menus, and UI's for my project... Is that something that is possible?

Characters, stages, menus, and UI's are possible. This is the spot to learn how/what to do.
I personally prefer 1.0.
1.1 has full color and zoom. So you're not limited to 256 colors. I don't like the zoom so 1.1 sucks imo.
Win mugen is just... old now. You wont be able to play anything newer. Most people dev for 1.0 I'd say. Even if they do dev for winmugen, 1.0 plays it.
There's very few characters that have to have what 1.1 offers.

I'm having a hard time creating sprites from scratch... the workflow is really difficult.

So far I'm just drawing each sprite without having reference to the previous sprite...
are there image manipulation softwares specifically for doing sprite work like this?

Any image editor that work with layers can carry this task (Photoshop, Gimp, Paint.NET are the most known)

There are programs where you make body parts, then piece it together. Then it allows you to rotate each part and save. Then rotate and save and on and on. On my phone right now. When I get a chance I'll look on the laptop if I can find you a link.
I'd go through the Team Z stuff for just general tips.

Can list an example of such a Program? It will be a big help to some people.

It's not the BEST thing in the world. But for making certain things it's pretty good. If all you use is this the character will look pretty rigid. But you can always use the sprites as a base to tighten up and make it look more natural. I swear one of the team Z guys just posted two good links for tips on animation. I think it was in Buu's thread? Buu or Piccolo.
