looks like in the Marvel vs. Capcom Fighting Collection, characters in X-Men COTA will also have their movesets from their latest version till Marvel vs. Capcom 2 like Storm is able to perform her Hail Storm which was newly added move from her X-Men vs. Street Fighter onwards:

I can't imagine gouki will have his sgs and two other of his hyper moves from x-men vs. street fighter to marvel vs. capcom 2 and that made him become not a ryu+ken anymore :gouki:

She's always had Hail Storm in COTA. This is just them telling people about how the game originated a lot of well known stuff.

i see, sorry my bad, but strange, i don't recall her having that move, i was playing the pc version back in 2000/2001, maybe it was a different version

A lot of people didn't know she had Hail Storm in COTA because, to be fair, it was sort of a hidden special move. You executed it by doing QCF + START (of all buttons). It also took ages to come out and lasted quite a while, meaning it was extremely easy to interrupt, but once it came out, it was capable of doing quite a bit of damage, even on block. It sort of felt like a Capcom version of a Galactica Phantom (though not unblockable).

Honestly, it probably should have been unblockable, because not only was it hidden, but like... how the hell would you even allow that move to come out? It was so absurdely slow! But yeah, Hail Storm was always part of her moveset in Capcom games, it just went from hidden to regular from one entry to the next.
